Let me try to explain... a milliliter is a tiny amount of space. Think of an empty swimming pool. It needs to be filled up with water. You could fill it up with drops (mL) but that would take too long. You'd need something that would fill it up faster, that would be a liter (L). It's just a larger measurement. Capacity is how much something holds. In science I know you're talking about liquids. Liquids take the shape of their container. The water in the pool would take the shape of the pool, filling is up.
